An Apprentice or Youth Trainee is not treated as a resident for Council Tax purposes. This is known as a‘discount disregard’. This means that, dependent on the number of other residents in your household, you may be entitled to a discount on the amount of Council Tax that you pay. An Apprentice must be: Employed for the purposes of learning a trade, AND studying for a NVQ qualification, AND employed at a salary or in receipt of an allowance or both which are, in total no more that £195 per week. A Youth Trainee must be: Under 25 years of age, AND undertaking an approved training scheme under the Government’s Youth Training Programme.
