Non-household charging at HRC – Privacy Policy

Your data will be processed by Flintshire County Council as part of our public task for the specific purposes of administering and processing your registration for payment of Non-household waste. Flintshire County Council will retain information until the service is superseded + 1 year.

Terms and conditions of Non-Household charging & disposal
- Household Recycling Centres are provided to allow Flintshire residents to deposit small quantities of domestic waste and recycling (waste and recycling from a resident’s own household). Items of waste that a typical household would be expected to discard in the normal course of everyday living will be accepted. Flintshire County Council only has a legal obligation to provide Recycling Centre facilities for household waste.
- Some types of waste accepted at the Household Recycling Centres are classified as non-household waste. Flintshire County Council recognize that facilities are still needed for Flintshire residents to dispose of small amounts of non-household wastes, therefore a reasonable charge will be made to cover the costs of transporting, treating and disposing of these materials.
- The following items require a booking and payment fee:
- Asbestos £20 per bag (accepted at Greenfield and Buckley site only, max 5 bags. Can only be booked for weekday disposal).
- Tyres £5 per tyre (domestic vehicles and motorbikes, excluding bicycle tyres. max 4 per booking).
- Motor Oil £5 per visit.
- Plasterboard £5 per bag OR £30 per trailer of unbagged plasterboard.
- Visits to Household Recycling Centres with the listed items above are by booking only. Site staff have the right to refuse disposal if a prior booking and payment hasn’t been made.
- A booking reference MUST be presented on site to allow disposal of materials.
- Payment and booking for the listed materials can be made via the Household Recycling Centre page via Flintshire County Council website flintshire.gov.uk/en/Resident/Bins-Recycling-and-Waste/Household-Recycling-Centres.
- There are restrictions around the disposal of Asbestos due to its hazardous nature, these include:
- A restriction on the size of waste coming in. Asbestos will only be accepted if double bagged and the waste fits into the red/clear bag provided. Bags can be collected in advance from a Connects Centre.
- A restriction is in place for the amount of waste coming in. Only five red bags full will be accepted in one booking.
- Only one booking per year is permitted.
- Asbestos skips at both Greenfield and Buckley HRC can be used.
- Disposal is restricted to weekdays only.
- Asbestos must never be broken up, cut, sanded or drilled, as this releases highly irritant airborne fibers which are hazardous if inhaled.
- Only domestic vehicle and motorbike tyres will be accepted on site, commercial and agricultural tyres will not be accepted. There will be no charge for bicycle tyres.
- If any of the listed materials are being brought to site in a van/trailer or pick-up, a valid permit is required to book; the site chosen must be the site stated on your permit, unless disposing of Asbestos at a dedicated site.
- A list of charges for the current financial year will be published on the Council’s website. Charges for listed materials are subject to review at the Council's discretion.
- Listed materials are subject to review at the Council's discretion.
- Any waste classified as Commercial, Industrial, Business or Trade Waste is not accepted at any Flintshire County Council HRC. This type of waste is the waste produced by tradespeople, contractors or laborers working at residential or business premises. This includes landlords disposing of waste from rental properties, or waste that entails payment for disposal. This type of waste requires a “waste carriers licence” and is subject to “Duty of Care” and is not accepted at any HRC under our Environmental permit conditions.
- Any wastes brought to site will be subject to routine inspection by site operatives and/or any authorised Officer of the Authority or a Regulatory Body. Visitors to site may be asked to open sacks or containers to check contents.
- Materials brought to site must be separated and placed in the correct skip or container. If unsure, please seek advice from a staff member.
- Users of the Household Recycling Centres must comply with the instructions given by the operatives on site, health and safety law and guidelines, any signage, speed limits, and specified waste sorting and segregation policy.
- The Council will have the right to reject any person from a Household Recycling Centre if it suspects they have contravened any of the conditions highlighted within the Household Recycling Centre Policy.
There are no exceptions to these terms and conditions.
